Senior Research Monitoring Evaluation and Learning (RMEL) Officer

The Senior RMEL officer is responsible for supporting the design and implementation of research, monitoring, evaluation, and learning frameworks to effectively track, assess, and enhance project performance. This role involves coordinating data collection, analysis, and reporting processes to ensure high-quality information is available for strategic decision-making and continuous improvement. The Senior RMEL Officer will collaborate closely with internal teams and external stakeholders to translate insights into actionable recommendations, contribute to the development of learning agendas, and foster a culture of evidence-based decision-making. This reports to the Project Director, FCC with dotted lines to the Head of RMEL at the HQ.

Responsibilities 

Research:

  • Supports the implementation of the Research, Monitoring, Evaluation, and Learning (RMEL) strategy and framework for project.
  • Applies scientific RMEL methods to assist in evaluating project processes and outcomes.
  • Ensures integration of both quantitative and qualitative data collection methodologies within project framework.
  • Provides technical support for coordinating MEL data collection and maintains quality assurance in the field in alignment with Institutional Review Board (IRB) protocols.
  • Assists in data cleaning and management of research study data, ensuring data integrity and accessibility.
  • Provides ongoing technical support in MEL data preparation and assists in codebook development for independent analysis.
  • Conducts qualitative data analysis using tools such as Dedoose, MAXQDA, NVivo, and others.
  • Performs quantitative analysis using statistical software (SPSS, STATA, or R) and supports dashboard analytics, including GIS mapping, with independent data interpretation.
  • Contributes to the development of research and evaluation designs, tailored to local contexts and specific project needs.
  • Develops and pilots quantitative and qualitative data collection tools aligned with study objectives.
  • Assists in developing research protocols and securing ethical approval from the ethics committee.
  • Supports the development of Requests for Proposals (RFPs) for MEL data collection and assists in reviewing competitive proposals.
  • Performs other duties as assigned.

 Monitoring and Evaluation:

  • Supports the development/ design of Monitoring, Evaluation, and Learning (MEL) plans, frameworks, and indicators for CCSI’s projects to ensure effective program tracking and assessment.
  • Executes MEL plans, maintaining quality assurance throughout the monitoring, evaluation, and learning processes.
  • Conducts data analysis on Monitoring and Evaluation (M&E) information to provide insights for program feedback and reporting.
  • Handles sensitive and confidential documents and issues with professionalism and integrity, fostering trust in interactions with colleagues and CCSI’s partners.
  • Contributes to the creation and regular updating of program dashboards to visualize routine data and facilitate data-driven decision-making.
  • Analyzes both routine and periodic quantitative and qualitative data to inform ongoing program management and necessary adaptations.
  • Performs other duties as assigned to support RMEL objectives.

Learning / Knowledge Management:

  • Supports the preparation of research and program reports, including scientific manuscripts, for presentations.
  • Presents MEL findings at external and internal meetings and conferences.
  • Promotes knowledge sharing and cross-learning across projects and partner organizations.
  • Contributes to maintaining institutional memory and knowledge retention within CCSI.
  • Creates data visualization tools, including virtual dashboards, for reports and other deliverables.
  • Performs other duties as assigned.

Qualification

Essential Skills, Knowledge, and Experience:

  • Master’s degree in Statistics, Mathematics, Medical Statistics/Biostatistics, Demography, Health Management, Public Health, Health Informatics, Information Sciences, Behavioral Sciences, Epidemiology, Population Studies, or a related field.
  • A minimum of 6 years of progressive experience in designing, and implementing Research, Monitoring, Evaluation, and Learning (RMEL) activities for development programs.
  • Demonstrated expertise in designing and implementing RMEL frameworks, including routine data collection, data quality assurance, and effective data utilization.
  • Significant and relevant experience in supporting Knowledge Management (KM) activities and platforms within non-governmental organizations.

Desirable Skills, Knowledge, and Experience:

  • Proven experience in the development of logic models, results frameworks, and theories of change.
  • Demonstrated expertise in managing data collection, aggregation, analysis, and report writing activities.
  • Highly organized with strong writing and organizational skills, along with excellent interpersonal abilities.
  • Experienced in developing Research, Monitoring, Evaluation, and Learning (RMEL) tools, methodologies, protocols, and proposals.
  • Capable of interpreting data and effectively communicating findings to non-technical audiences.
  • Exceptional English communication skills, both verbal and written.
  • Willingness and ability to travel as needed.
