Introduction:
The Centre for Communications and Social Impact (CCSI) is a leading non-profit organization dedicated to driving social change through innovative communication strategies and impactful programs. As part of our ongoing commitment to excellence and fairness, we are embarking on a Compensation Equity Project to establish a robust and equitable compensation system. This initiative aims to address existing organizational pay inequities and develop a comprehensive compensation framework that aligns with industry standards and supports our mission.
CCSI embraces the values of equity, excellence, integrity, and care, seeking innovative approaches to solving challenges, which should also be reflected in our compensation philosophy.
CCSI invites proposals from qualified and experienced compensation firms or individual consultants with global expertise in designing equity-based compensation frameworks to undertake this critical project. The selected firm or consultant will develop a compensation philosophy, establish competitive salary scales and grading structures, align existing staff salaries with the new pay scales through job evaluations, and develop related HR policies.
Objective:
The purpose is to design an equity-based compensation framework that ensures internal equity and competitive salaries that reflect CCSI’s values to attract and retain employees with the guiding principle:
Scope of Work:
The selected firm or consultant will be expected to carry out the following tasks:
- Compensation Philosophy Development:
- Work with CCSI leadership to define and articulate a compensation philosophy that reflects the organization’s values, goals, and strategic objectives.
- Ensure that the philosophy supports fairness, equity, and competitiveness within the non-profit sector.
- Data Gathering and Salary Benchmarking:
- Collect and analyze compensation data from internationally accepted data sources.
- Compare within the non-profit sector and relevant industries.
- Conduct salary benchmarking to ensure that CCSI’s compensation structure is competitive and aligned with market standards.
- Development of Salary Scales and Grading Structures:
- Establish clear, equitable, and competitive salary scales and grading structures for the organization.
- Establish job grades, step structures, and job evaluation processes.
- Ensure that the grading structures reflect differences in job responsibilities, qualifications, and experience levels.
- Job Evaluations and Salary Alignment:
- Conduct comprehensive job evaluations for all existing staff roles.
- Align existing staff salaries with the newly established pay scales and grading structures, ensuring fairness and equity across the organization.
- Policy Development:
- Support the development of policies related to compensation, promotions, internal recruitment, and salary reviews.
- Ensure that the policies are clear and consistent and support the organization’s strategic goals.
- Stakeholder Engagement and Communication:
- Engage with key stakeholders, including leadership, management, and staff, to gather input and ensure transparency throughout the project.
- Develop a communication plan to inform and educate staff about the new compensation system and related policies.
Deliverables:
- A comprehensive Compensation Philosophy document.
- CCSI salary scales, job grading structures, and steps that are competitive with local multi-sector salaries.
- Benchmarking data.
- Completed job evaluations and placement of existing staff on appropriate scales.
- Drafted policies on compensation, promotions, internal recruitment, etc.
- A final report summarizing the project’s outcomes, methodologies, and recommendations.
Timeline:
The project is expected to commence on 23 September and be completed by 31 October. A detailed project timeline, including key milestones, should be included in the proposal.
Proposal Submission Requirements:
Interested firms or consultants should submit a proposal that includes the following:
- Company Profile/Consultant Biography:
- Background information, including experience in compensation consulting, particularly within the non-profit sector.
- Relevant case studies or examples of similar projects undertaken.
- Approach and Methodology:
- A detailed description of the approach and methodology that will be used to achieve the project’s objectives.
- An outline of the data gathering and analysis processes, job evaluation techniques, and policy development methods.
- Team Composition:
- Information on the team members who will be involved in the project, including their roles, qualifications, and experience.
- Project Timeline:
- A proposed timeline for the project, including key milestones and deliverables.
- Cost Proposal:
- A detailed cost breakdown, including fees for services, anticipated expenses, and any other costs associated with the project.
- References:
- At least one reference from organizations where similar work has been performed.
Evaluation Criteria:
Proposals will be evaluated based on the following criteria:
- Experience and Expertise: Demonstrated experience and expertise in compensation consulting, particularly within the non-profit sector. Evidence of undertaking similar projects.
- Approach and Methodology: The appropriateness and effectiveness of the proposed approach and methodology.
- Cost-Effectiveness: The competitiveness and transparency of the cost proposal.
