Senior Research, Monitoring, Evaluation & Learning (SRMEL) Officer

Responsibilities

  • Support the development of the project results framework and MEL plan for FP Component.
  • Assist in development of research instruments for all research and evaluation studies.
  • Develop project data collection tools and performance dashboards.
  • Develop monthly and quarterly MEL reports.
  • Support the development of learning reports and adaptive management recommendations.
  • Support the development of a database for the FP investment component
  • Outcome and impact documentation for donor reporting.
  • Deploy KM tools such as after-action reviews, (AAR) most significant change (MSC) stories, implementation mapping tool (IMT), outcome harvesting; photo documentaries; and photo storytelling to document project successes.
  • Participate in routine monitoring of field activities
  • Support routine analysis of all project data for performance reviews, documentations of learning outcomes, publications and dissemination.

Project Implementation & Monitoring

  • Design and maintain FP monitoring systems and data collection tools.
  • Support research analysis and interpretation including data cleaning and draft presentations and reports of the activities implemented.

Technical Support & Coordination

  • Provide data-driven insights to program teams for decision-making.
  • Ensure evaluation frameworks align with donor MEL expectations and requirements.
  • Collect, collate, analyze, and synthesize data and information to generate evidence.
  • Liaises with government MDAs (State Ministry of health and State PHC Management Board) for data harmonization.
  • Support the coordination of the FP investment baseline, midline and endline surveys. 

Management & Administration

  • Support reporting and knowledge dissemination with the KM Officer.
  • Maintain databases and ensure data integrity and security.

Qualification

Essential Skills, Knowledge, and Experience

  • Bachelor’s or Master’s degree in Statistics, Mathematics, Biostatistics, Epidemiology, Health Economics, Public Health, or related social science field.
  • Minimum 7 years’ experience in MEL of FP or SBC projects.
  • Experience in data collation, entry, processing and analysis of quantitative and qualitative data sets
  • Knowledge of knowledge management tools and methodologies within NGOs and other sectors is required.
  • Knowledge of scientific writing, research and evaluation designs
  • Special training in MEL is an added advantage

Desirable Skills, Knowledge, and Experience:

  • Proficient in the use of MS Excel, Word, and Power point.
  • Experience with quantitative and qualitative software’s (e.g. SPSS, STATA, R NVivo, Dedoose, Atlas ti etc.) will be an added advantage.
  • Understanding of data collection tools.
  • Report writing skillsStrong interpersonal skills and the ability to work successfully in a cross-cultural, team-based environment.

Competencies

  • Strong analytical (using analysis software) and reporting skills.
  • Familiarity with MEL frameworks and digital data tools.

The Family Planning Investment component of the Faith and Cultural Champions (FCC) Project advances voluntary family planning outcomes in Kaduna and Kano states by leveraging trusted faith leaders and cultural institutions. The initiative is designed to bridge the gap between social norms and health-seeking behaviors to create supportive environment for the uptake of modern family planning methods.  The Senior Research Monitoring Evaluation and Learning (SRMEL) officer is responsible for leading the monitoring, evaluation, and learning systems to ensure accountability, evidence generation, and adaptive management of FP investments. The SRMEL officer will report directly to the Deputy Project Director (DPD)
